Egypt Citizenship by Investment Program

Egypt, with its geostrategic position between Africa, the Middle East and Asia, offers second citizenship by investment as part of its effort to attract foreign capital and innovation.

Program Overview

Under legislation passed (effective March 2020 from 2019 law), foreign nationals can obtain Egyptian citizenship by making qualifying investments.

Benefits

  • Access to a large, strategically located market and membership in African Continental Free Trade Area (AfCFTA).

  • Citizenship for the investor and their dependents.

  • Good as a diversification strategy into MENA/Africa region.

Investment Options

  • Non-refundable donation: USD $250,000 to the State’s Public Treasury.

  • Real estate investment: USD $300,000 in government-approved property (can be under construction).

  • Business investment: USD $350,000 in a new/existing local business plus USD $100,000 donation; must be maintained for at least five years.

  • Bank deposit: USD $500,000 in an eligible bank, refundable in local currency after 3 years (no interest).

Process

  • Application submitted to the Citizenship by Investment Unit in Egypt.

  • Requirements: good health, clean criminal record, funds transferred in US dollars from abroad.

  • Once criteria met and investment made, citizenship certificate and passport issued.

Considerations

  • While investment thresholds are disclosed, precise timing, fees and processing times may vary.

  • The Egyptian passport has moderate visa-free access compared to top-tier passports, evaluate based on mobility goals.

  • As with all investment migration, ensure full legal, tax and regulatory due diligence.
